These shields carry an overtone of the wealth of the ruling classes in Italy such as the Medici family.  They carry symbolic references to this wealth with the gold and silver reminiscent of coinage, and references to the landscape in the upper section of the work perhaps indicating the universal idea of land grabbing legitimised and legalised, under the shield of culture.
